The IT Public Safety Systems Analyst serves as the primary liaison between the information technology and public safety departments and users, with the goal of ensuring technology platforms, applications and services meet desired objectives, and outcomes. This position works alongside departmental representatives, stakeholders and the balance of Pelham’s IT Staff to support technologies which ensure the City of Pelham can provide expected Public Safety Services and outcomes to our citizens.

- Manages and administers application platforms throughout their life cycle, working with stakeholders and users to ensure platforms meet functional requirements and expected outcomes both for stakeholders and citizens.
- Knowledge of and the aptitude to learn a range of software platforms and applications that may be assigned, including but not be limited to operating systems, specifically the Linux operating system, public safety computer aided dispatch and records management, systems related to the acceptance and dispatch of 911 services, application interfaces and other platforms related to the holistic provision of public safety services.
- Plans, analyzes, tests, and deploys software applications, patches, releases and version upgrades; coordinate such changes with stakeholders and users to ensure successful deployment with minimal downtime or business interruptions.
- Coordinates with executives, stakeholders, and organizational staff to identify technology opportunities which support the delivery of public safety services to our citizens.
- Identifies new technology opportunities; Evaluates vendors and service providers; assist with vendor management, budget planning and procurement for existing and proposed technology platforms.
- Administers and configures security and permissions for user accounts related to enterprise or public safety applications or network domains; plans and administers security settings and data access; manages permissions across the lifecycle of a user account and the applications it is assigned to.
- Maintains data integrity and security across application platforms; defines user roles and permissions; audits system, user and event logs.
- May act as first point of contact with vendors and service providers; acts as a liaison between stakeholders, users and vendors; may perform root cause analysis to resolve and remedy issues.
- Works with IT staff, stakeholders, and external partners to meet federal, state and local data security and privacy requirements such as CJIS, HIPAA, FIPS, PCI, NIST etc.
- Configures, installs and deploys technology equipment, including but not limited to, servers, network equipment, computers, cameras and software; may work with vendors or contractors to perform such work.
- Effectively troubleshoots software and hardware issues; Work with stakeholders, IT staff and vendor representatives to identify and resolve issues. Establishes and maintains effective working relationships with key stakeholders and users; provides outstanding customer service to ensure effective delivery of technology services.
- Maintains data integrity and security across application platforms; Defines user role and permissions; Evaluates system audit and event logs as required. Develops understanding of departmental functions, services and business needs and identifies technology and process improvements to meet needs; May act as single point of contact departmental stakeholders to support technology requests and inquiries.
- Works with IT staff and stakeholders to ensure appropriate data protection, recoverability and business continuance; performs, administers and validates data backups; tests backups and data recovery; assists with plans for disaster recovery and business continuity.
- Translates business requirements into functional specifications; May assist with process alignment or redesign; Documents needs for new technology; Performs change management for such documents and specifications. Participates in short- and long-term strategic planning for technology platforms and services, including both hardware, software, and applications.
- Accesses an effective technology representative for assigned application platforms and use this position to ensure stakeholders have an advocate to effectively identify, implement, and administer technology solutions.
- May perform 24-hour on call service as required.
- Establishes and maintains effective working relationships with others.
Education/Experience: Bachelor’s Degree in Management Information Systems, Computer Sciences, or related field and 7 years of related experience, or, any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job is required.
Certification/Licensure: Must obtain and maintain vendor required certifications for required application platforms. Must possess and maintain a valid driver’s license.
Knowledge, Skills, and Abilities:
- Understanding of and experience administering enterprise-class applications used in the delivery of municipal services, including public safety.
- Working knowledge of the Linux operating system and administration of Linux servers hosting enterprise-class applications.
- Functional knowledge of access control structures including user accounts, user groups and permission models for Linux and Windows operating systems.
- A combination of knowledge and skills to configure and administer wired and wireless networks supporting an enterprise application and related interfaces.
- The ability to present ideas and concepts to stakeholder groups and users and to work with such groups to train and enhance their understanding and use of technology platforms.
- Possesses excellent written communication skills, sufficient to maintain sufficient documentation, change management as well as training materials for end users.
Supervisory Responsibilities: This job has no direct supervisory responsibilities; however, is responsible for collaborating with vendors and others.
Compensation: Compensation for this position is $57,372.00 - $78,192.00 based on experience, education, and other training. The City of Pelham offers an excellent benefits package.
