The City of Pelham is seeking a full-time City Clerk/Treasurer to assist municipal government via administrative duties as defined by the Code of Alabama for City Clerk/Treasurer. Serves as the City Treasurer and executes applicable documents on behalf of the city. This is a City Council appointment and the FLSA Status is Exempt.
Representative Duties and Responsibilities: The list is not intended to be all-inclusive nor exclusive, but is intended to provide examples of typical duties that may be performed.
City Council Related Responsibilities:
- Prepares all regular and special called council meeting and work session agendas in conjunction with the mayor, city manager and city council. Attends and records minutes of all regular and special council meetings and work sessions, and other official municipal meetings as requested.
- Prepares and maintains schedule of all public meetings and notices of the same to ensure compliance with the Alabama Open Meetings Act.
- Prepares and develops resolutions, ordinances, and council packets in collaboration with the City Manager and other applicable city employees, city officials and external resources. Records legal documents at the Shelby County Courthouse as required by law.
- Responsible for posting the city’s Code of Ordinances.
- Maintains a current notary public designation. Administers oaths of office to new employees as required.
- Processes application requests for annexations and de-annexations. Attends all probate court proceedings regarding de-annexation requests.
- Prepares and files documentation for unclaimed city assets with the State of Alabama.
- Coordinates requests for public records and documents.
- Maintains current and accurate records of all municipal board appointments.
Records Management Responsibilities:
- Serves as custodian of the rules, resolutions, ordinances, minutes of the city council, contracts, and all other permanent records of the city according to guidelines established by the State of Alabama Department of Archives and Records. Maintains public access to those records. Receives and processes requests for public records and documents.
- Maintains records for subdivision street, sidewalk, and road performance bonds.
- Processes and maintains records for cell tower applications, modifications, and escrow accounts.
- Oversees city bids, Requests for Proposals (RFP) and related activities; maintains bid book of vendors. Monitors janitorial contract on an ongoing basis.
- Coordinates the completion of ethics statement filings for the Alabama Ethics Commission for applicable employees.
Insurance and Claim Duties:
- Coordinates with the city attorney and insurance carriers on all lawsuits filed against the city.
- Administers, coordinates, monitors and evaluates the City’s liability insurance coverages.
Financial Responsibilities:
- Manages city’s bank credit card accounts. Maintains the city’s fuel and fleet card accounts.
- Administers city’s debt service; works with bond counsel and financial advisors regarding the city’s current and future debt requirements; prepares monthly cash and debt service reports for city officials.
- Initiates general ledger and payroll transfers with the city’s banking partners.
- Reconciles school sales and use taxes, and lodging taxes.
- Assists in the development and implementation of goals, policies, priorities, and procedures relating to financial management, budget, and accounting.
- Assists in the preparations of external audit materials and external financial reporting.
- Provides city’s audited financial statements to local, state, and federal agencies, private entities, and commercial banks as required by law.
- Serves as the liaison between the city and its banking partners to maintain a positive business relationship. Monitors all deposit accounts and negotiates interest rates on checking accounts and certificates of deposit.
Other Related Duties:
- Participates in the preparation of various reports for the mayor, city manager, city council, and department heads.
- Manages and directs all municipal general, special and runoff elections. Manages the election of members to the Pelham Personnel Board.
- Assists with grant administration, monitoring, updates and reporting through Asset Forfeiture/Equitable Sharing Program, FEMA, STAARS, and the System for Award Management (SAM).
- Attends meetings, conferences, workshops, and training sessions to remain current on principles, practices, and new developments in the assigned work areas.
- Certifies requests for exempt or reduced utility fee applications each year.
- Provides research as requested by elected officials, city management, and staff in a timely manner.
- Processes required documentation for new vehicle purchases.
- Oversees city’s vehicle inventory, performs ongoing and annual audit.
- Supervises sale of city’s surplus real and personal property, equipment, and inventory.
Education/Experience:
- Bachelor's degree plus three years of related experience and/or training; or equivalent combination of education and experience in municipal government.
- Must have knowledge of the Code of Alabama (1975), as amended, Title 11, Title 40, and City of Pelham Ordinances and Resolutions.
Certificates and Licenses:
- Certified Municipal Clerk
- Maintains a current notary public designation.
Supervisory Responsibilities:
- Directly supervise employees in the City Clerk/Treasurer’s office and willing to assist in other departments as requested.
Compensation:
- Compensation for this position is $103,324.00 - $140,820.00 based on experience, education, and other training.
